Based in Phnom Penh, Vithoureakborndidh Chou is an independent foreign policy researcher whose interest lies in small-state diplomacy, Cambodia's foreign policy, and US foreign policy. He was a recipient of the U.S. State Department's J. William Fulbright Scholarship (2022-2024).
